Wetsuit Thickness by Water Temperature
The water temperature to thickness reference is below, in both Celsius and Fahrenheit. Underneath it, the two most-quoted manufacturer charts side by side, because they do not agree and the gap is about one full thickness band.

This follows the Rip Curl guidance, which is the more granular of the two and is published in Fahrenheit. If you run cold, or you are surfing somewhere windy, read the O'Neill column in the next table instead.
What 3/2 and 4/3 actually mean
Wetsuit thickness is given in millimetres, usually as two numbers. The first is the neoprene around your core and torso. The second is the thickness at your arms and legs. A 3/2 has a 3mm core and 2mm limbs.
The split exists because your torso needs the warmth and your shoulders need to move. Thicker rubber in the arms costs you paddling range, which is why manufacturers thin it out at the extremities. A three-number suit like 5/4/3 adds a third figure for the arms specifically.
The two big charts disagree, by about one thickness band
Most wetsuit articles copy one manufacturer's chart and present it as settled. It is not. Here are Rip Curl and O'Neill at the same water temperatures, converted to a common scale.

O'Neill recommends more rubber than Rip Curl at almost every temperature. At 18 to 20°C the two charts are a full band apart: one puts you in a spring suit, the other in a 3/2 or even a 4/3.
Neither is wrong. Manufacturers write for their own neoprene, their own fit, and a general audience that includes people sitting still in the water for two hours. Treat both as a starting range rather than a rule, and expect your own answer to land somewhere between them.
When to add booties, gloves and a hood
Rip Curl publishes firm thresholds here: booties at 16°C / 60°F and below, gloves at 13°C / 55°F, a hood at 10°C / 50°F. Gloves matter most once a session runs past an hour.
Hands and feet go first because they are small, poorly insulated and permanently in the water. Losing dexterity in your fingers ends more cold sessions than a cold torso does. Two things the chart will not tell you: if your break is rocky or reef, booties earn their place well above 16°C, and an integrated hood beats a separate pull-on one, which flushes cold water down your neck every duck dive.
What a temperature chart cannot tell you
Water temperature is one input. Wind is the other big one, and no chart carries it: an offshore breeze on a 12°C morning is colder than the water number suggests, and it is the sitting-up-between-sets part that gets you, not the surfing.
How much you move matters as much as either. Someone paddling constantly at a beach break stays warmer than someone sitting on a point waiting for sets, in the same suit on the same day. That is the variable most people underestimate when they copy a friend's setup and end up cold.
Then the things specific to you. Build and cold tolerance vary enough that two people in the same lineup can reasonably wear different thicknesses. An old suit that has lost its seal flushes and will not perform like a new one, whatever the label says.
If you are between two thicknesses, session length usually decides it. Short and active, size down. Long and patient, size up.
Check the actual water temperature before you pack, not the air temperature. Buoy readings from NOAA or your local forecast service are more reliable than the seasonal average for your spot, especially in spring when upwelling can drop the water several degrees in a day.
